Locking Skewers

Allen bolt skewer substitutes are a reasonable option.
[1 came with my Schmidt Dyno hub, I got another for the rear hub.
My bike has Vertical rear dropouts so it does not have to be really tight.
Horizontal dropouts, consider reverting to a Nut-fixed solid rear axle.
inconvenience becomes it's own security..
a whole extra security https://www.peterwhitecycles.com/pitlock.asp
the loop key is sort of like those to keep the custom wheels on your car.
Lots of different shaped loops/pits to make key unique.

Regarding the Zefals, at least in 2009/2010 they could simply be unscrewed:

Can be defeated with a kitchen magnet while in the locked position. Close skewer and turn it to the locked position. Next, place magnet over the symbol of the "locked" lock and, it opens as if it were in the "unlocked" position!! It would be a good item if a magnet did not render it useless, but the designer overlooked a major flaw before releasing this item.

i have found two other ways to defeat Zefal - defeat is a strong word, really, just turn the lever counterclockwise (unscrew it, essentially) - it will give under some force, no tools needed.... And magnet works just fine too, not to mention using pliers on the opposite side lug.

Zefal’s Lock n’ roll security skewers are something of a missed opportunity... rolled over like the proverbial labrador puppy when faced with some heavy-duty pliers.

I have the velo orange skewers and don't think you understand how they work. You can turn the outer knurled bits all you want but, unless you can hold the bolt head which requires the special velo orange key, the skewer will spin and nothing will come undone. The purpose of these is to prevent casual wheel theft and they do the job for a very reasonable price. I recommend them.

I have pit lock brand locking skewers.
By design, they essentially ARE quick release skewers, only difference is the qr "handle" is a seperate key. They are just as quick as a QR. The only additional time it takes is the amount of time it takes you to reach into your pocket for the key.

I never knew that locking skewers were so controversial. Closing
