I definitely look at the weather forecast in the morning before I ride in. I will ride unless 80-90% chance of rain or T-storms. I have fenders so I don't care if it's wet - except when it's cold.

1. All my bikes have fenders. They also keep dirt, dust, and grit out of my drivetrain.
2. Yes. It calls for rain almost every day in the summer, even though it only rains 1-2 days per week, including nights and times when I wouldn't be riding at all.
3. Yes - some weeks there is a 30% chance of thunderstorms every day, but it never develops. And when it does develop, I often wouldn't be riding anyway. If I waited for a perfect forecast, I would only ride one day in 10. (And it would probably rain then).
4. No, if it's pouring rain or heavy rain looks imminent, I'll drive it. It's more enjoyable that way, and dealing with wet clothes at work is kind of a pain. Tornado warnings I'll avoid, too. I tend not to commute in winter, in part because of the weather, and in part because that's our busy time and I don't have the schedule flexibility I do other times.

Blech, how do you people ride without fenders? You know that's not just pure rain water flinging off the front tire up into your mouth right?
I have yet to have the opportunity to commute in snow (rather rare in San Jose) but I will ride in anything. I ride my motorcycle in snow and ice (incl. the Alps.) As has been said, there is no cold/bad weather, only cold/bad gear.

It's also not just liquid here - the wind blows sand and rocks and all sorts of crap into the roads here, and my fenders keep it from flying up and smacking me in the face. I can't imagine riding without fenders either.

commuters who ride without fenders when its raining are jerks. i do not appreciate road scum spraying in my face (before i blow by you).
