That means your stuff gets wet.
Also needs a rack to put it on and the OP is trying to avoid using a frame mounted rack.

Don't have either of them, but Arkel has a couple of seat post racks that also attach to the saddle rails for a 3 point attachment. The Sherpa rack is like a backpack carrier and the Rando rack is more like a traditional beam rack. Can even be used on carbon seat posts.
