Gore Path Pants in cold weather

I'm looking for some rain pants, and the Gore Path pants look like they would fit my needs for rain gear. However, I'm wondering if they would make a good outer layer for cold (below freezing) weather. Are they very windproof? Has anybody used them in cold weather?
