Many here will hate this, but I would not ride that bikelane and just take the traffic lane the yellow car is in.
Yep...I'd ignore the paint and ride where I feel the most comfy...including on the sidewalk if necessary - one of the perks of being on a bike.

IMO, If traffic is that freakin bumper to bumper that you can't merge into the lane way early enough to stay in the wandering bike lane...you're probably riding at the same speed the other traffic is moving at anyway, so you aren't going to be holding anyone up by taking your place in the moving parking lot.
