You can buy longer stainless stell bolts at Ace Hardware and use the same eyelets for a rear rack and the fenders. Cost is like $0.75 each bolt.

Riding on cobblestones, cratered asphalt, or over rough railroad crossings, I've never had my SKS chromoplastics rattle yet (felt like I might lose an dental filling, but that's another story). Adjust them properly and tighten the bolts and you should be good to go.

My Honjos seem to need adjusting around 3-4 times a year. That may or may not be a detriment to some, but it's just one more thing to deal with for me. They don't generally rattle much. The Italian fenders I showed a picture of earlier do rattle...and I haven't been able to get them to stop. The fenders on the triplet also rattle a bit...but it's hard to pin down what noises you hear with that bike considering it has three chain guards and drive trains. There's ALWAYS something rattling or rubbing.
