Surly and Salsa have a couple of possibilities. The Salsa Vaya in the 50cm size (measured different from other makers) is actually small enough for me, though it is a stretch on reach. The Long Haul Trucker in the 42cm size also fits if I use a short stem. Both take 26 inch wheels. I am building up a Long Haul Trucker using extra light wheels to lighten the bike up a bit.
That used to be my LHT

I now have a 50cm Salsa Vaya. Mine is the titanium one. Not sure if it is the same geo as the steel one. It does have about a 70cm standover.
I also have a 2007 44cm Specialized Ruby. It is pretty small. 48cm effective top tube and maybe 68cm standover. Not sure if current geo is the same. Probably is.

Many of my bikes have toe overlap. I don't do track stands so it has not been an issue,

One frame that she would probably love is a mid 1990s Novara Randonee touring frame. The smallest sizes came with 26" wheel size. Decent cro-mo steel frame, not heavy, rides nicely. I have 2. I've been hoarding them. Wish someone still made a frame like this.

Yes, it is yours! And beautiful too. I was going to do my build up on the cheap and then decided to get hand built wheels.

The current Ruby's top tube is somewhere between 49 and 50cm, so the geo must have changed. My Madone has a 48cm top tube.

Great off the shelf commuter for women, imo. However, 700c wheels, but toe lap shouldn't be an issue......

Also, the Soma Buena Vista Mixte can be built w/ 26", 650B's, or 700's.
You just have to build the bike up yourself....
Or get any LBS to order through QBP and have them build it up for you.
Could also go with Alfine 8 or another IGH rear hub, then use chain guard and fenders to give her a hassle free drivetrain.

Georgina Terry's bikes now use 26" wheels , for one model the frame is made under contract with Waterford.

nice quality steel one.. Wisconsin Made..

NB check the seat tube angles.. the typical thing to fit short reach is steeper the seat tube ,

that makes longer rides uncomfortable. body balance is off, forward too much..

Cannondale occasionally make excellent women's bikes
This year the flat bar fitness style Quick 4 comes with 26" MTB wheels in XS size with 1.5" slicks. $529 seems a decent price and you can go to better specced versions.
Check the fork for fender eyelets.

According to Terry website, the Symmetry uses 650C not 26" MTB rims.

Her custom steel touring bikes use the 26 inch wheels. Nice bikes but pricey. Other ones use 650s, 700s and 24/700s.

Good point on the seat tube angles. You end up having to push back your seat and then the reach can get too far.

I have that size Cannondale Quick 4. I think it may be too small for someone 5'2" but it may be worth trying. It fits me at 4'11". BTW, I hated the slicks that came with that bike. Slow heavy tires. I replaced them asap. And yes, the 44cm and the 46cm Symmetry use 650c wheels. The 42cm uses 24/700.

The reach is really long on the Raleigh and Soma mixtes. The Raleigh is probably just too big for her. They are sure pretty bikes though.
