Germans in WW2 came on these - and some are still running.
Later, they were mass produced here. My grandma rode one from 50s - till 90s. Then my sister (and I) inherited it. It was running sweet until some 5 years ago. Can't find spare parts, it is cheaper to buy another like the original for 30sh euros 2nd hand and ride it.
Something similar can be found new for around 100 euros, but those old ones were better built.

i have a couple bikes tucked away at a lakehouse in Hungary and are somewhat similar

At present I am leaning toward building up the curbpick Nishiki mixte. I will try to find a used 3 speed hub and shifter, some upright bars, fenders and chainguard at the local coops. I will probably take a chance with the cheapest generator hub I can find, which I will try to disguise & uglify, and to protect with the linked VO antitheft skewers. Or a cheap bottle generator. Plenty of reflective tape on the fenders, cannibalize the reflective sidewall 32mm Kendas from the UO-8. The milk crate basket / pannier sounds both practical and theft-deterring. This will rescue a frame from the trash pile and should be a skirt friendly beater campus ride.
There is something neat about a beater bike that turns out to have tight, true wheels and be perfectly adjusted and a great ride. Sleeper bike.

As others have said, make sure to involve her in the project, and particularly at the end to choose the color and spray the end result (a base layer of brown at all of the joints and then let her go to town).

Hi,
as far as the reflective part goes, try Reflect-All. I taped off my ride and put on a coat - lights up like a beacon when headlights hit it.
If they don't have it at your shop, reflectallaz.com ships right to your door (that's where I got mine)

On the cheap...
...I moodified a trash-picked World Sport with parts bin saddle, Schwinn bars, levers and grips, new tires, cabling, and brake pads. Total cost ~$45. It is scary to look at, but rides well enough. She has it at school where it will likely die, and that's fine.

I'm waiting to see where she goes. If NY/Boston I may send her w/ the folder. Otherwise I'm building the Nishiki. I'll build the Nishiki anyway, if only to give it away to someone who needs a bike. But if its not going to my daughter, I won't go to as much trouble,

The folder sounds like a better option to me, if she's going to be commuting from the college campus to other urban destinations via buses, trains, or trolleys. She can even fold the bike and bring it indoors to class, her dormroom, or the school cafeteria for greater security.

did a 2nd round visit at a campus last Sunday in western mass. still lots of snow cover. lots of bikes locked to bike racks covered in 12+" of snow. lots of tacoed wheels. even the bike share rack was a disgraceful mess. as I was thinking of him bringing his bike next year I also though he might tell me it's trashed and there's no way I'm gonna spend time and money keeping up with the repairs replacement etc of a college bike.
