18650 rechargeable battery source for Canada

18650 rechargeable battery source for Canada
I've ordered some 18650 batteries from eBay (twice) and dx.com (another Chinese website) and none of them have arrived. After looking on the 'net for a bit, I've learned that many shippers are not shipping Li rechargeable batteries without proper packaging (which probably means that authorized sources do ensure proper packaging from their manufacturers). This may apply more to Canadian imports than perhaps other countries.
Are there any Canadians who have been able to source these batteries at a reasonable cost? I do have a local source but they are asking nearly $18ea whereas the eBay and other sources are as little as $8/pkg of 4.
These batteries are for a bright bicycle light.

I just ordered a set also from DX.com and they are not shipping yet, but the rest of the order shipped.
I have not been able to find a local reasonable source either.

I have an open ticket with them now, we'll see if that gets me anywhere.

I ordered this kind of battery from Ebay last year from a seller named savemoneyeveryday2012 on eBay and got my batteries (2) quite rapidely and at a good price (23$ for 2 battery) but it was back in august 2013
