Are there any options for bikes that will be locked to outdoor bike racks in inclement weather?

Here's one option: Bike Parka Urbn review | road.cc

Granted, you could probably also just cut/stitch a hole into any bike cover, or even a tarp, but that one seems to have some nice features going for it.

DIY? Cheap Blue tarp and some zip Ties you put thru Grommets (you may add to them) not good enough for your aesthetics?

A Secure limited access Tech Campus would lower the potential for street vandalism , slashing the cover to see if the bike under it is worth stealing.
