No forward facing bars, so I suppose if you flip them backwards, yes.

I've seen some bars that looked like old school moustache bars, which is what reverse bull horns would be like. Also saw a guy with forward pointing bar ends bounced from a race two weeks ago (although I think he got them off in time and was able to start at the back).

No they are not. Mountain bikers have to remove there clip on bar ends too for the same reasons.
