It looks like a typical low-end kit. As an alternate, I would suggest you check out the kits on ebikeling.com. They are based close to you in Chicago, and offer decent customer service if you have issues. About 3 years ago I wanted to try electric assist without a big investment, so I bought one of their 700c front geared motor kits. Shipping was fast, and the product quality was pretty good considering the low cost. I've put about 3000 miles on the kit and have no complaints.

I have both $200 ebay (YESCOM) and ebikeling kits; the YESCOM kit has performed exceedingly well for four years, and the ebikeling kit seems similar after a few weeks of use. The big difference is that ebikeling has superb customer service; they actually answer their phone and provide helpful advice.
