Yeah, go as big as you can. 40mm is a good size. I find that I have less clearance than I think, because the wider tires go deeper into the frame where there is less clearance.
Don't worry about thread count. It is a mark of cheap tires, but a good tire with low thread count can be very nice.
I have conti GP5000 tires with 110 and with 60 TPI. They feel the same, but the 60TPI is tubeless, and less resistance to tears. IT is more vulnerable to small punctures, but that is not an issue with tubless.
Tough gravel tires are great for an e-hybrid. I'm thinking 40mm Panaracer Gravel King SK+ for my build (currently on 32mm gatorskins, which seem to last forever).
