E Moto makes an electric Vespa like scooter.. , no pedals at all, so It requires a Plate and DMV registration.

So, the symptom was, the bike was just in 'neutral'.
I removed the whole gear box with motor (not in hub).
Split the casing: several 10mm? bolts on the outside. Two 8mm bolts on the inside face. And the buggers hid an 8 mm bolt inside the brake housing (find it with a flashlight!).
The problem is the 'dog clutch'. Must turn in one direction, neutral, when pedaled, catch when the motor is driving it.
It is done by 8 or so small metal wedges that wedge themselves against the bearing races when turned. Except they are held in by thin plastic ring, which fell out, wedges fell out.
I think a 'washer' 22mm id and 39mm od, made of super thin metal is needed to keep the plastic ring in.
