Trouble Uploading Old Powertap to Poweragent

I recently picked up an old wired powertap with the two screws on the black hub cover and shiny silver hub. It came with a serial docking station. The device works fine on the bike but when I go to upload the data a popup shows up saying no supported devices were found. I make sure the device says host when in the docking station and checked the connection but it didn't change anything. I'm new to this so maybe I'm missing something? By the way the laptop is running Windows 8

I tried uploading it to training peaks and it worked for some reason. Could it not be working on poweragent for some reason because the software is too new?
