I have one road bike seat tube is 56cm and effective top tube is 55cm. But i ride 56cm effective top tube. i buy that bike because i trade my job work on some bikes and the owner for pay me give me that bike. The stem i have now on the bike is 110mm. If i put stem 130mm i bring the bike closer to 56cm effective top tube?

Yes. But you should probably see a fitter first and have them help get you the best position. You may be better off with 120 with a slight rise.
