How small is too small to ride fixed gear?

I have an old juvenile 10 speed bike 17" seat tube with 540mm wheels I can fit standard mtb wheel 559mm with narrowish tires 1.25 - 1.5. How bad it would be to lace a fixed gear hub to a 26" rim and make a très small fixed gear, Maybe for a vertically challenge person. Anyone out here did something like that?

I think it is very possible to build something to fit almost anyone
