How about coming at this problem from the other direction? Keep the existing fork and find a 74mm OLD hub brake that will work. I know Greenspeed have a modified Sturmey Archer drum brake that fits the Brompton forks, also 74mm...

BTW downtube makes a 100mm wide fork for 20" wheels w/ 1-1/8" threaded steerer.
