Off pedal coasting and 20" wheels?

Is it just me, or do the smaller wheels not coast as well when you ar off power or pedalling with minimal effort. Also, does it take longer to get back up to speed after coasting?

After typing this question, it kinda makes sense to me, but may not make sense to others reading it, so I appologize for the confusion in advance.

Smaller wheels will have less inertia. A body in motion tends to stay in motion, but with the smaller wheels that tendency is reduced. A body at rest tends to stay at rest, but with smaller wheels that tendency is also reduced (which means faster accelerations and faster response from your bike). In other words, it does not take longer to get back up to speed after coasting...

Now I think MY answer is confusing, so I appologize for the confusion in advance.

Thanks for the replies.
I guess it was just my imagination telling me it was harder to get back up to speed. Either that, or I was going up an incline.
