Can this be any good?

I came across this on ebay. I don't know anything about the manufacturer, but can this be any good at the price they are asking?

The seller didn't even take the time to provide stats such as approximate charging time or travel distance per charge under whatever conditions. I'm not very confident that the seller cares to provide a decent product or back it up if any quality issues should arise.

The range, and charge time seem reasonable to me given the 250 watt motor, and the 10 ah battery pack.

The only somewhat meaningful spec provided is charge time... 4-6 hours but is that to assume an 80% depleted battery or a completely dead one? (which brings up the question, at what point is the motor ineffective, at 20% battery charge... at 10%? Or does the rider only get pedal assistance up to 10mph once the battery level drops to 50% charge?)

Top speed is supposedly 18mph... under what circumstances? Going downhill with a 40lbs rhesus monkey piloting?

Range is spec'd at 31 miles... is that traveling at 15mph with a 120lbs person doing most of the pedaling or a 180lbs person going all out without pedaling at the supposed top speed of 18mph?

All the specs stated are inter-related yet based on nothing concrete so like I said, the stats/specs are lacking. Unless of course you'd care to enlighten me as to how those stats correlate to someone like me. I'm ~6' 2" and 195 lbs... how far can I ride that bike and at what speed without pedaling?

You know, with all due respect, that's why eBay provides the means to contact the seller. Why come here to this forum to ask those questions when the seller should be able to provide the answers? Does that make sense?
