Scott Paisley at Blue Wheel in Charlottesville has made some nice frames. You might try him too, although he mostly does shop stuff now.

Highly recommend John Hollands. I have one of his frames and it is truly fantastic. He's a craftsman fabricating bikes for at least 25 years and involved in metals his whole working life. I've know him for about 20 of them. My frame is a sport tourer and rides just fantasticly w/polished Henry James lug work. If in doubt and need of a recommendation, call the lbs, White's Bike shop in Westminster, MD or contact me.
His phone number is: 410 823 7691
