This isn't really a framebuilding question, most of the better discusions on refinishing are in classic and vintage forum, though possibly not on this subject. Any chance of just finding something to cover over the decals with like favorite stickers or tape. If you have a catalysed or baked on finish already it will be hard to get back to that level of protection.
