Framebuilder John Salisbury

I posted this in C&V Appraisals but got no response so maybe I'd get a response here.

Has anyone heard of this builder out of Fort Collins, CO?

I'm checking this frame out made by him and as far as I can tell the bike has butted tubing, fairly light but the paint nor the lugwork look spectacular, to be honest a little hamfisted but it does seem to ride stiffer and faster than most generic CL frames.

It's got True Temper tubing (don't know which tubeset), lugged and has a Shimano 600 Tricolor group so that puts it somewhere between 1988-1992. They're asking 300 but I don't want to pay for a low end frame.
