What is this?

This is an '87 Panasonic DX-1000 that I just bought. It's a great looking bike but as I checked it out I saw this item. I can't figure out it's purpose.

Any idea what this is for?

Bikes: 2005 S-Works SR Equipped,1978 Tom Ritchie Road bike, Kuwahara Tandem

I got one on my tandem. It is kinda nice to use but I keep forgetting it is there.
