After charging each 4p cell from 1.6v to 3.6v with single cell charger the bms and charger started working again. I hope I can get this pack back together safely as some of the special screws to open had to be drilled.

Single cell 18650 charger helped me recover the depleted pack, so far the batteries seen to have survived the ordeal of dropping to 1.6v.

Battery 43v 12s 4p 450w voltage dropped to 21V and BMS shutdown and would not charge due to storing for 4 months connected to bike with no use.

Bafang 5p smart charger 43V, cannot get voltage and power out of this thing unless it connects to the smart BmS.
Had to open the pack, charge the cells manually to above the minimum of 2.75 per cell and 33v overall. I guess the BMS is doing it's job but the system is overly complicated with no Troubleshooting information available to the user.
