Royce Union 10 speed. At least that is how it started life. It is undergoing a restoration/modifications including paint. It will end up as a town bike of some sort, the details are not clear yet.
This was made in Japan and sold in department stores. In my neighborhood that would have been TSS or also known as Times Square Stores. I believe this may have been made by Panasonic based on some details and some knowledge of Panasonic bikes. But this is not confirmed. This would have been mid to late 1970's build. Before Panasonic had a brand in the US and just about when Schwinn had them start making Le Tour's.
