Manufacturer unknown. First thought to be some Muddy Fox clone, but further research appears to be using some bits and pieces of Mongoose IBOC except (1) dropouts are plain and no hanger, indicating this is an entry-level frame (2) top seatstay joint is slightly lowered (3) brake cabling are on top and looped (4) shifter cables stays are holes only and cannot be quickly removed due to lack of grooves/slits
