Cheapest way is with a pair of wire snips. Cut the jacket and then snip each of the small wires until you are through.

Those locks are really easy to pick. Try pulling on the cable so there is pressure pulling the lock apart. Spin the one of the end reels until you can feel the lock separate slightly. If you can't feel anything try the other end first. When you get each one right you should feel a slight give to the lock.

What about turning a can of compressed air upside down, spraying the lock, and hitting it with a hammer?

I remember seeing a video of this being done.

Angle grinder? On a cable? I am taking it that these are suggested by people who've never had a cable wrap around a fast spinning grinder, ripping it out of their hands and scuffing the heck out of the bike.
I've been there and done that with similar materials. But, it'll get your heart rate up, fast, ha ha.

Watch the dang video. You can cut any cable with a pair of diagonal pliers .... basic, hand-held wire cutters. No special tools needed.

The local Fire Dept idea is pure genius. They'll probably enjoy it too!

For those who don't have a lot of tools, or don't have proper tool using skills, find a neighbor or relative. There is usually someone around with a SawzAll or other useful tool who will take care of it.

As a person who owns a Sawzall, angle grinders, cut off tools (air and electric), a torch, a plasma cutter, and various other items....I wouldn't reach for a pair of diagonal cutters.

Then again, if they were all I had.....maybe?

I've used a little Dremel Tool with a cutofff wheel to cut some major padlocks. It takes a little time, If you grind too much, the wheel will shatter. A light touch will do it.

I worked for a while as an Arborist. Often we would Cable Limbs to keep them less susceptible to Wind damage. And an Angle Grinder makes short work of any Cable. Never have I had "a Cable wrap around a fast spinning grinder". Don't even know how that would happen...
