I use a new balance running jacket, light weight and breathable. It has a windproof front and a mesh back. Works well with 1-2 layers under it. Look at some xc ski stuff or running clothes as well. Both feature wicking, sweat management and wind proof materials.

The Grundens waterproof, Thick PVC , Nylon backing , is good for a number of decades.. Hi tech light WR Breathable , Maybe 3 years.

I was always curious about vests... You hear from some that when it gets cooler, riders put on arm warmers. Yet the vest advocates are obviously inverting the part of the body they want to keep warm. I would think extremities need the insulation moreso than the trunk of the body, but curious to others' thoughts.
But vests are very good for those in-between temperature days. For low 50F to almost 60F, they are perfect for me. My arms would probably be quite damp from sweat with a jacket. And a partially unzipped vest is not too warm if the temperature goes up into the mid to upper 60s during the ride.
Paper vest
In the "old days", bike racers would grab a sheet of newspaper handed out at the top of the mountain, and tuck it under their jersey for the cold downhill.
I've done this, when the temperatures dropped more than I expected, with a sheet of one of those free newspapers. It works great.
To avoid the ink on the newspaper, I have some pieces of packing paper from work. It's the filler for UPS cartons, plain paper about as thick as newspaper. Plain wrapping paper works, too.
These are perfect for those rides that either start or end in colder temperatures. They don't take up much room in a jersey pocket if they are folded up. I can tolerate at least 10F colder temperatures with it.

Personal experience here from NYC.
You can find tons of used race kit being sold/swapped by local teams locally as they get new kit for the new season. What none of them ever sell are the "Hincapie Winter Jackets" the specific model name changes over the years, but year in year out everyone always keeps their Hincapie winter jacket.
Of all the other jackets I've tried, the only one that came close was a Castelli (dark blue with cursive script and italian flag stripe).
What makes these special is that they are polar fleece, breatheable, 3 pocket, high collar, double zip, and water resistant (not proof).
YES you can layer up under them. 1, 2, 3 base layers or jerseys as needed down to where fingers toes noses and ears are bigger limiters.
YES they are wearable on days with wide temperature swings. 40 deg morning, zipped up tight, 65deg afternoon, unzipped and flapping in the wind. BUT on those days, I prefer fleece knickers, a "rain" jersey (polar fleece short sleeve) w arm warmers.
