Is this weld sloppy?

I got this new bike and i am having other problems with it and it appears to be cheap and am trying to decide if I should just return it.
This is the second bike i have tried to get from bikes direct and it is better in some ways but poorly executed in others.
the seat stay does not appear to line up with the dropout straight, but i see a lot of blob around the weld here.
The other problem is that the bottom bracket makes a lot of noise and not just me but others who have chosen this bike have said it has the same problem.
So maybe the bottom bracket is also not built right?.
Some have tightened and adjusted and lubricated it and it works, some have found it to be the freewheel. But some i think i heard have not been able to correct it no matter what.
It is the Motobecane Cafe single speed.
And i have a motobecane outcast mountain bike which has lasted forever.
Probably they made them fairly better back then.
I suppose that the bottom line is that useable and dependable quality will only come at best over 500$ at a minimum from brands that LBS would stock.
Most would have to special order a single speed bike, and if by any chance you don't like it or can't make it work you're stuck.
so i HAVE to know my exact size and intended usage B4 hand.
and have to have extra money that might cover surprise fees.
If i do get the Cafe bike returned would anyone believe that i would be any better off looking at the steel framed KHS urban soul single speed commuter bike?.
At 269$ i could have gotten it and may have totally avoided BD if i only knew there was a KHS retailer nearby!!.

Im even told that a fair number of entry level frames are actually used by many brands and so its like how where there is a Dodge van there is an imitation of that very model by Chrysler and Plymouth.
They can be the same frame, only painted and covered with different parts and stickers.

Just upload them here. Go to the advanced editor, and click on the paper clip (attachments) icon.

I'd imagine that on a cheap bike for < $300, the company will cut some corners. It is hard to say on the welds without seeing photos, but it would have to be a really bad weld for it to be a failure point.

I can't see the pics, but I have a really hard time believing that the bike frame was assembled crooked.
