I love riding in the rain too, but I can't say I've noticed any real performance boost. If anything I'm a bit more cautious because conditions are slippery so I won't corner as aggressively, I give myself more lead time for braking, etc. I'm also a bit more careful about how I ride because visibility can be significantly reduced.
All that aside, I've never had any problems being out in the rain. I grew up on the BC Wet Coast so I'm quite used to it.

I ride in the rain. I don't particularly like it. My leather saddles don't like it either.

Just like during last Sunday's incoming frontal system, I find myself pedaling faster right before the rain starts. I'm trying to get home before I get soaking wet and my shiny bike gets dirty. But, if I'm caught out in it after the rain begins, and the road is wet, I slow down for safety reasons. I don't like riding on wet streets.

Yeah I do, but between the chronic disability flaring up and a whole lot of acute stuff going on I need to keep the stress low. Being yelled at daily by sales staff and customers and a crazy coworker and a brand new boss (who chewed me out for disagreeing when I said that a coworker couldn't just plug her mouse into my computer to switch it from left-hand to right-hand configuration), which was my last job, is not something I can handle right now. Besides, medical, I'm going to be plunking down $200 just for copays this payday and that's not that much higher than normal. $170 backpack is a luxury that I'm not willing to save for at this time.
That's effective and in my budget, but with my bad shoulder I need a chest strap to take some of the weight off. I probably will look some more on Amazon, but the plastic wrap probably doesn't add more than a few ounces. The weight is coming from the cumulative total of the extra fabric.
Besides, when it comes to my discretionary budget, cameras first and side lights first and something either lit or reflective for my wrist for signaling turns and a rack (so I can carry groceries home).
Meh, it is all a matter of perspective. I could easily afford a $170 backpack, I think it is a bit silly.

Just out of curiosity, if you ride in rain enough and have an issue with your shoulder, have you just considered finding a rack and a waterproof pannier? Little bit pricier (may be able to find something a bit cheaper from another manufacturer, again just something I know is out there without too much digging), but something like this may work well, especially if you are regularly commuting in the wet: https://www.sierratradingpost.com/or...g=s~ortlieb%2F

The truth is I have a rack. And I managed to strip three of the four bolts while attaching it. And to get it off, I had to break the clamps the bolts were screwed into. I would have to either invest in PVC or get some other kind of adapter to mount my reflector and light on it, on top of getting new bolts and at least two clamps, four if I can't find two bolts to fit my bike frame (which wasn't compatible with the bolts that came with the rack).
I don't want to waste the money by getting a new rack unless I absolutely can't get those bolts out or getting all the little adapters cost more than a new rack would. I don't have a means of cutting the bolts off and I don't know if my drill bits will work on metal, so I'm waiting for my shoulder to heal up enough that I can take a pair of vise grips and pull while twisting on the nut in hopes of getting it back on the threaded area.

maybe the mechanics at your friendly local bike shop can re install the rack you have, with better hardware for a very modest cost ..

I have racks on two of my bikes. I carry a tall kitchen trash bag in my backpack., When it rains I put it over my backpack. Since the backpack is on the rack the shoulder straps are irrelevant, so the bag works (opening at the bottom).

Throw a waterproof cover over any backpack like this one. I have the Camelbak rain cover, and my backpack stays dryish even in downpours.

Cheap, draw string beach bags ..
with a grommet in each bottom corner of the bag, drawstring goes thru the grommets
the draw string is then secured with a knot, that forms your shoulder straps

If I was going to be in the rain for an extended period, I break out the Masi with fenders, panniers with covers, and my motorcycle raingear which I've affectionately dubbed "the kite". I need better rainwear. That mc jacket doesn't breathe at all.
