Check out Ross, Marshall's and Goodwill. They often get in a diverse selection of jogging pants that vary from snug and slick to loose and fleecy, thin to windproof, no pockets to zippered pockets. When I checked a month or so ago prices ranged from $15-$30 for new/old stock jogging pants from Nike, Under Armor, Adidas, etc.
I wear women's tights from Walgreen's, two pair for $10. There are significant differences between the two types they carried a year or so ago. The thinnest tights fit snugly and were made of the same poly wicking fabric as most sports clothes. But they were so soft there was too much friction under my jeans for cycling. I have another set that's thicker fabric, looser fitting, but slicker fabric and more comfortable even under my snug fitting jeans because the fabric doesn't cling to the denim. It's more like my Champion Vapor tee-shirt, a laminated wicking fabric that's slick and smooth outside, softer and more clingy inside layer, yet still very thin overall.
I don't take out my road bike on sub-freezing days, so I haven't needed proper fitting padded cycling tights/long legged bibs. If I got more serious about winter training, sure, I'd pop for better winter gear. But usually I take the hybrid on really cold days and dress casually and warmly.

I bought these recently. So far they've kept me warm down to about 35F. Tomorrow it's going into the 20's, so I'll let you know how well they do. They fit well too... a few female cyclists have complimented me on how well they show off the assets.

I also just bought these pants. Tried them out today. 20F this morning and was just fine. I really like them. Wore them with just some padded underwear underneath. Plenty warm for me.
Sorry, I had to delete the link from Wattsup's quote. Not enough posts.

Yeah, maybe they will restock? I was really surprised at their insulation properties. Most prominent, was wind protection, which I had not expected and an added bonus especially considering the price.

and I don't have any women's clothing in my wardrobe. None. Not that there'd be anything wrong with that. It's just that men's stuff is much more likely to fit my build. After all, I'm a man. There, I said it.

I guess that you haven't met my wife. She's easy to spot on the street. She doesn't have a shred of men's clothing anywhere. Not gloves or socks or scarves or anything. Not even in ball caps...

On that advice, I just ordered a pair. I know you didn't post it for me, but thanks for the tip!

I forgot to mention....they run small. The sizing scheme is kind of ridiculous. I needed a pair ASAP so I ordered two different sizes. Neither fit! I had to go up one more size!
