The rear nut is a number 10 wrench. so obviously this bike uses nutted brakes, right?

Bingo, Chief. You finally hit the nail on the head with a pair of snap ring pliers (I say pliers as it is the wrong tool for the job and took a while to get there but it did eventually get there)

Do you plan on junking the bike soon or never riding it? If so don't upgrade. If you are planning on riding it you need brakes that actually stop you so a brake upgrade is not a terrible idea. I don't get why people need to be so wishy-washy in situations like this. Just do it or get rid of the thing or live with at best mediocrity and at worst a non-functional machine.

Youre right.

I postponed this because I haven't looked enough into local shops who may be carrying the dual pivots I want. I'll get around to doing so soon

I ended up getting a Nishiki Olympic Tri-a which already had a Tektro brake upgrades from previous owner. R315 mid reach model. A massive step in terms of performance and maintenance over my old Dia-compes..
