Thinking about the bikes with dings I've seen posted where someone was sure the bike would fold up and throw the rider under a bus on a busy street, this bike may have killed a few people.

Unless the bike is aluminum, which I doubt, anyone with rudimentary welding skills could fix it. Cut the bent part out and sand the paint off the ends and get a bit larger steel tube sleeve and weld together. Probably a 10 minute job, tops. If you want to get fancy, shoot with a rattle can. Cheap fix

Apparently the bike is not safe from rsob, who wants to cut and burn it.

If the dent was caused by skulduggery , eg, a thief breaking a lock , hopefully the force kicked back and smashed the perp’s genitalia
