Bikes: 1982 Huiffy 10-speed

can presta valves be removed like schrader valves? i have a tool to tighten my schrader valves with my road bikes's on the road repair tools in case they loosten & leak air, & i would like to get such a tool for my other bike that has presta valves.

No. Presta valves uses the air pressure to keep the valve closed, hence the reason why you need to burp the valve to top off the air pressure, you need to break the air seal. There is no spring to weaken and fail.
