Nothing unstable that I see, but the recumbent pedaling position cries out for under-seat-steering, instead of the knees-in-armpits reach, which is not unlike the driving position on older Italian cars, from what I've read. The two top cranks... er... chainrings are puzzling, like that old VW GTI commercial with Peter Stormare; "Vat das dis do?"

Speaking as a sometimes alt bike person, the only pertinent question is: can it be ridden?

There's not really any distance requirement or comfort expectation. If rideable for any distance by anyone in the vicinity, it's rideable art. Otherwise, just art.

Maybe if you have really short legs and your knuckles brag the ground when you walk.

That assumes pedaling while steering. Even if you didn't pedal and just coast, so legs not needing to be so forward, it's still so unstable that you wouldn't go far. Wear a helmet and knee/elbow/shoulder pads.
