With Kevlar tires, only the tire bead (the part which essentially "grips" to the rim) is made of Kevlar. Otherwise, the bead is made of wire. This isn't good because the wire can get exposed and poke holes in the tube if you're unlucky. Or even worse, the sidewall is more likely to tear in an accident with a wire bead.

Both of you might want to research folding bike tires a little more deeply.

Kevlar is commonly used in two places in bike tires. Kevlar fabric is used as belts outside of the casing to provide a measure of puncture protection. Specialized Armadillos and Continental Ultragatorskins are two examples of this.

Kevlar is also used in place of wire for the bead of folding tires. This makes the tire lighter than the conventional wire bead. Most high end clincher tires use Kevlar beads. They are quite reliable and well established in the cycling world.
