A automobile dealer can't sell a car unless it is 100% street legal. In fact, they won't sell it to you, here, unless you've already got insurance. Why are bike shops treated any differently?

Just a thought.

Where I live, once a year for about a week they give away bells for free from several of the sporting goods stores.

I've already got several but I might take a look this year to see if they have a smaller one.

Not sure how it works down under, but here in the US, you can take a traffic ticket to court without incuring court costs. However, they do tack them on if you request a jury trial, (if you are found guilty).

In Australia, if you lose, you have to pay costs. In this case the OP would almost certainly lose.
