You can use binder clips.
I made my own with some reflective strips and stick on velcro. Safety + practicality and it cost me about 50 cents. And I was able to make it exactly the right size for my leg.

I used to use some double sided velcro. Just wrap it around your lower leg and you're good to go. When you do wrap, make sure it's loose enough for you to move in - maybe putting in two fingers between the velcro and the pants (as a guide)...

Dahon provides one pants clip with purchase. I have also made my own from a strip of cloth, velcro strap, or anything that can be wrapped around my ankles without cutting off blood supply from my foot is game.

In blue jeans (yeah, I know), my best is the steel spring clips for the purpose from the LBS. Also good are blousing rubbers from just any army surplus store. They do stretch out after a while, but easier to use than rubber bands, as they don't have to be put on over the shoe. Nothing works for me while wearing slacks (yeah, I know - again), except to gather the fabric away from the chain and hold it together with a safety pin.
Now, except for the safety pin, it has to fasten close to the ankle. If you secure your pants around the calf muscles, the pants are going to work their way free.

Our police-cycling uniform pants are so poorly designed and baggy that I have to use one. Almost any bike shop should have some; I got the reflective nylon job with the velcro closure.

As for the original question, I like the metal clips. Just about any bike shop will have them. I think they work better than the velcro straps. From my experience they're faster, to put on and off, hold the pants better, and when you're off the bike it's easy to just clip them over your bars or stem.

Forget clips and straps. Just tuck your pant legs into your socks. Not very sexy, but works very well!

There are plenty of reflective ankle bands available that will do the job. An LBS should have some. Nashbar, Performance, REI, all carry them.

I have not seen metal pants clips like that since my Dutch bike shop closed back in the late 1970's. We here in North America are way behind in offering simple accessories like that.

i use electrical tape. it's cheap and doesn't leave any gunk on my pants. plus, i've always got some handy.

Haven't seen metal clips, folder, or a certain type of metal clips? I use them, and they are stocked at LBS. Overpriced at $5.xx for two, but they're better than elastics or velcro in my personal experience.

I have a big box of rubber bands that has lasted for years. If I don't have a rubber band, I have used a safety pin where I "pin" the excess cloth in a way that the excess cloth is to the outside.

I'm a sock tucker. But I also use some velcro that I bought at the fabric store. I bought a couple feet (enough for two or three people) for a few bucks.

1) Use chain wax instead of oil.
2) cut the toe off old knee high black male dress socks. pull over your pants leg. You can also use as rag to wipe oil off your hands. Wash normally, or just chuck after a few uses. Look at pictures from 1890-1940s that is sort of what they did.
