Our walmart has stuff closed out in the technocrap area, including small camera bags. Most are not much of a deal, but there is one Targus for $0.50 American Pesos. It has a not velcro'd belt loop. Can't open the belt loop, but it could be mounted on handlebars after taking everything off to slip it on, then it's a good size for your smokes, a cell phone, keys, change, mini tool kit, condoms, or even a small camera. I think I'll put my phone in mine I guess it's 1 X 2 X 4 inches and lightly padded.
