Testing for Performance Enhancing Drugs

I am aware of the testing for performance enhancing drugs at the very high levels of competitive cycling, such as at the TDF and Olympics. How far down in the hierarchy of professional or amateur competitive events is there any organized effort made at checking for use of such drugs by competitors.

Also, anyone know if there is any effort made to formally check/control the use of performance enhancing drugs by competitors at any level of Randonneuring, Triathlons or extreme distance events such as Race Across America?
