Never heard of this. One would assume it is some kind of regroup ride. Perhaps even one where everyone waits until the last rider makes it to the regroup point and then the fast ones take off like hares again, while the tortises just keep grinding along.

I do this ride every day:
Tortise=me: 15mph
Hare=cars: 40mph
The Tortise arrives at destination first. go figure.

About right for most commuting journeys too. I ride with a few others and a couple of them are a lot faster than me. Difference is that they cannot do milage. As soon as we get to above thirty miles offroad they have a problem. OK, first and probably 2nd hill and they are gone- 3rd hill they start to drop back to give me company- 4th hill and they are having gear problems and by the 5th- we are towing them up the hills. Same on distance on road rides- 50 miles and I probably won't see them, above that and we regroup and by 65 - I am towing them again- and If it is 100 miles then I keep my pace up and get the teas in for when they arrive. Eventually.
