Any one have any recomendations or ideas for a resource for a cheap priced steel frame?

This has been discussed at least 1000 time, OK more like a million. But here goes, for new steel frames try Soma or Surly. If you want used, then ebay. Good luck

I'm a little confused. What is it that you're really looking for?

If you're looking for a new bike with modern frame geometry and that undefinable steel ride, step up to a frame that's made with one of the better new steel alloys.

If you're wanting cheap, get one of the Chinese aluminum clone frames. You might not be thrilled but I doubt you'll be seriously disappointed either. They are what they are.

If you're wanting classic steel ride characteristics, cheap, and maybe a little bit of snob appeal, go used.
