Help me choose a fork & Tire

This isn't for a bike, this is for a racer designed for the electrathon. (Official Homepage this year's pics)....

It is a trike, 1 wheel up front (steerable), 2 in the back. What I'm looking for some forks that will fit 16" wheels and have a little flex to them. I've noticed my road bike fork flexing a bit when I ride and I think it acts like a minimalistic shock absorber. This is what I want this to do. I know I could pick up a BMX shock easy, but that's not what I want. Road bike style....

And as to the tire I would like a very high pressure, thin, low rolling restistance 16" tire. I'm probaly going to custom fabricate my wheels to my specs, but I can't find a good thin 16" tire out there. Help please.....
