Has anyone ever heard of a company that made road bikes called GENERAL ? if so, are they decent?

Put a seat on it, take it for a ride, then tell us if it is decent or not. My experience is that if no one has ever heard of it, it is probably a department store brand.

General Bicycles was a overseas company that produced bikes back in 1985. they fizzled out of the U.S. market a long time ago. They also made a few BMX models, nothing spectacular though.
