a question for those who use bike covers on their hitch/spare racks;
do you use a rack-specific cover like the swagman? do you use just a plain rain cover? if "no" to both, what do you use to cover your bike while transporting it?

I don't use anything most of the time. We don't get any rain to speak of in summer where I live--just a very occasional thunderstorm that might dump for a minute or two. When I have to carry the bikes in really wet weather, I just cover the saddles with a plastic grocery sack tied or rubber-banded on.
