Do you have a mirror on your helmet? I think that might help you get over the traffic. Really, it's easier to hold a line going downhill fast than it is to hold one going down hill slowly.

I will say that 20% grades are steep! Definitely get comfortable with the overpass concept before you tackle those hills.
