Measuring handle bars

From where to where do you measure them?
Same deal with Stem.
Also in general is the diameter of a road seat post for a road bike 27.2mm

Bikes: Custom Knolly Chilcotin Limited Edition Orange, Dartmoor Wish, KHS 7500, Custom built Specialized Camber, S-Works Road, Cannondale Trail mtb, Polini MTB

handlebar... manufacturers measure them center to center..
Same goes for the stem.
Most aluminum roadbikes use 27.2mm seatposts.. But Cr-mo and Ti road bikes use standard dia. seatposts.
