The City of Atlanta (and the entire metro area for that matter) seldom tickets cyclists for anything.
But given the fact that I'm very belligerent about exercising my right to the road, I also try to temper that by obeying the rules of the road.

Since I can't really do trackstands on my road bike, I unclip and put a foot down, If I were less well known locally for insisting on my right to the road I might slow to a walking pace and proceed if I had the ROW (which would be a more sensible rule for a cyclist to follow -- but that isn't the way the law's written).
