All you really need to know is that, for those wheels, you can use commonly-available tires with "700" and "c" in the size, and tubes that fit within the tire range. Check the chart near the bottom of that page if you want to use a wider or narrower tire.
In short, they have a larger diameter than 26" wheels that most mountain bikes use. Don't ask me why..
